Revelation 17:9 explains the seven heads:
Revelation 17:9 And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.
There are many cities that have seven hills. But if you put all the clues from Revelation together about this city, later called “Mystery Babylon”, you will come to the conclusion that the city talked about is Rome.
It’s possible that Satan, by means of the antichrist, will “rule” the offending organizations spiritually from Rome.
This means you may not physically “see” the antichrist ruling these offensive organizations because they will be persuaded by Satan in the spirit world using the antichrist as a puppet.
However, the Bible does tell us that there will be a city where Satan will rule from and the antichrist will be in this city. The Bible calls this city, “Mystery, Babylon the Great, the mother of harlots and abominations of the earth.” In Revelation 17:18 it says that this city will reign over the kings of the earth. I think this city may be Rome.
Just to make it easier to talk about, I’m going to give a name to the one world United Nations-Religious headquarters (Beast) that I think will be located in Rome, the city of seven hills. For the rest of this article I will refer to this global organization Beast as the UNHolySee Beast. (United Nation Holy See Beast)
The Holy See currently (pre rapture) has a presence at the United Nations. Here is their website.
By Mid-tribulation I believe the UNHolySee Beast will have reached the stage of being the whole political-religious headquarters, possibly located in Rome, with the pope-antichrist as its “spiritual” head. There may be a temple of worship located in Jerusalem with possibly many religions represented there. But I believe the headquarters for the global religious structure will probably be in Rome.
When the Bible talks about the “Beast” I think it is talking about the whole political-religious organization, including the antichrist-pope leader. Example: When a person says “The White House” they are talking about the whole governmental organization in America, including President Bush.
A Fatal Wound to one of the heads of the Beast
Take a look at Revelation 13:3. Around the middle of the tribulation one of the seven heads gets a wound that should be fatal.

And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.
One of the heads gets a fatal wound. The seven heads are interpreted in Revelation 17:9 as seven mountains on which the woman sits. Rome has seven mountains or hills. One of the hills gets a wound that looks like it should be fatal to the UNHolySee Beast. This creates awe and wonder from the world.
Rome
For years Rome has been called the city of seven hills or mountains. The Vatican sits on one of these hills called Caelian.
Rome is known to be built upon seven hills. Rome was said to have been founded when Romulus and Remus, twin sons of Mars, ended up at the foot of the hill Palatine and founded the city. The other six hills are Capitoline (the seat of government), Quirinal, Viminal, Esquiline, Caelian, and Aventine.

The Vatican sits on one of the seven hills in Rome, called Caelian hill. It’s possible that the Vatican gets a wound that seems like it should have killed the UNHolySee Beast. The wound seems like it should have destroyed the one world governmental-religious organization. But it doesn’t, the UNHolySee Beast lives on.
It’s possible that this wound could still be a physical wound to the antichrist. It’s possible that the wound IS fatal to the antichrist but does not destroy the UNHolySee Beast.
It says in Revelation 13:14 that the wound to the UNHolySee Beast is caused by a sword.

And he doeth great wonders, so that he maketh fire come down from heaven on the earth in the sight of men, 14 And deceiveth them that dwell on the earth by the means of those miracles which he had power to do in the sight of the beast; saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live.
Hebrews 4:12 says that the Bible is sharper than any two edged sword. The Bible sometimes calls the Bible “a sword”. It may be that the wound is done using the Bible in some way.

For the word of God is quick, and powerful, and sharper than any twoedged sword, piercing even to the dividing asunder of soul and spirit, and of the joints and marrow, and is a discerner of the thoughts and intents of the heart.
The wound may be caused using the Bible by the 144,000 Jews. The 144,000 Jews may have somehow found a way to place the Bible on a website or television for all to see thereby wounding the UNHolySee Beast.
